WHAT IS A WILL SERVE LETTER?
A Will Serve Letter is an official document stating the the water company is willing and has the capacity to provide water service to the planned construction project subject to specific conditions.
WHAT IS A FIRE FLOW TEST?
A fire flow test involves flowing water from a fire hydrant closest to your property to measure the water pressure and flow rate. This information is crucial for assessing the adequacy of the water supply for fire protection and for designing fire sprinkler systems.

PAYMENT REQUIREMENT:
Once the plan review has been completed and approved, payment can be made by phone with Check, Visa, MasterCard or Discover by calling (626) 798-9101, press 2 for customer service. Payment can also be made in our office at 564 W Harriet St., Altadena 91001.
Will Serve Letter Fee $200
Fire Flow Test Fee $200
LEAD TIME & OTHER INFORMATION:
- The typical processing time for your fire flow test request is approximately 7-10 business days.
- The Will Serve Letter includes an acknowledgement that must be signed by the property owner of record in-person at the Lincoln Avenue office. If the property owner is unable to appear, they can issue a signed letter authorizing someone else to sign on their behalf.
- Lincoln Avenue will notify the listed contact once the documents are ready to pick up.
- The property owner will be responsible for providing these documents to the architect and/or designer.
